The culture of an organization is determined by the person who makes the decisions. If you tell people what to do, instead of teaching them how to think, and then complain about the culture, look yourself in the mirror and chances are you'll see the negative side of the culture in you.
Stop putting people in a box, by making all the decision for them, and then asking of them to think outside of it.
